New environmental liability study for the European Commission

The European Commission has published a study by Stevens & Bolton’s environmental expert, Valerie Fogleman, on improving financial security in the context of the Environmental Liability Directive (ELD).

Valerie wrote the study, which totals over 1,500 pages, in her role as a member of a Consortium led by Ecologic Institute in Berlin.

The study involved intensive research into the availability of, and demand for, insurance and other financial security instruments for environmental liabilities in all Member States and at EU level.

The final report includes recommendations to the European Commission and Member States on measures to improve financial security for liabilities under the ELD and other environmental legislation.

A copy of the study and annexes can be found here (scroll down to Financial Security for ELD Liabilities).

This is the seventh study Valerie has undertaken on behalf of the European Commission, either on her own or with other organisations.
